Unfortunately, updating my Visual Studio is not an option, because some time ago I purchased a 3rd-party suite of software controls, which expressly targets version 2010 of VS and it's too expensive to throw away and also would not be compatible with any newer versions of Visual Studio.
In reading comments online, some have experienced error messages to the effect that the PublicKey didn't match, causing the install to fail.
So, I guess I'll have to keep poking around to find the public key associated with my install file. I was wondering if the PK could somehow be found in the Registry, or elsewhere.
In any case, if what you have on your hard-drive (SqlExpress2012 folder) reflects anactual install of those 2-files you reference in the zip file, then I will try that package and just changeHomeSite to SameSite.

OK, I finally found how to determine the PublicKey for a SQL Install file. The Article, even though answering a question for SqlExpress2008 looks like it will show how to get the PK by going to the digital signatures tab of the install file.
